The locomotive was designed by Peter Cooper to convince owners of the newly formed Baltimore and Ohio Railroad to use steam engines. Local stagecoach passenger and freight service challenged the new locomotive to a race. Tom Thumb easily overtook the horse but then suffered a mechanical failure and lost.
