Chipman "Chip" L. Flowers Jr., a resident of Boston, Massachusetts, is an American politician, attorney and business owner who served as the former treasurer of the state of Delaware and Co-Chair of the National Democratic State Treasurers. A member of the Democratic Party, Flowers became the first African American to win a statewide election in Delaware when he was elected treasurer in November 2010 at the age of 35. He took office on Jan. 2, 2011 and completed his term on January 5, 2015. He was responsible for the State of Delaware's $2 billion portfolio and made over $55 million for the state during his term, despite the nation's challenging economic climate, by undertaking major financial reforms to the Delaware State Treasury.
