In an attempt to keep unity within the USSR, the country held a referendum and Kazakhstan voted 95% in favor of a New Union Treaty. Following the aborted coup d'état, the Supreme Soviet passed the Constitutional Independence Law of the Republic of Kazakhstan. Despite the swift collapse of the USSR, Kazakhstan was the last to declare independence.
