Bernard Francis Cowen was an Irish Fianna Fáil politician who served as Minister of State for Disadvantaged Areas from March 1982 to December 1982. He served as a Teachta Dála (TD) for the Laois–Offaly from 1969 to 1973 and 1977 to 1984. He was a Senator for the Agricultural Panel from 1973 to 1977.
